MINUTES OF MEETING HELD 9th May 2006 were circulated and accepted as a true record. Proposed as a true record - J Gallacher - Seconded - Laura Sutton. WELCOME/INTRODUCTION and THANKS 1. Chairman opened the Meeting. Welcomed members and thanked them for their attendance and continued support. 2. Two recent communications were read out to Members :-

Marilyn provided a very interesting talk in respect of the School. On behalf of Mr Tait , Marilyn confirmed that it has been pleasing to observe the way children have risen to the challenge of expectation concerning behaviour and standard of uniform .In terms of behaviour, Zero Tolerance is now in place. Part of the continuous improvement strategy for raising attainment within the School, and therefore for achieving academic success, will be the completion of coursework for year 10 by the end of the Summer Term. This will allow the first half of the Autumn Term to be used for coursework improvement. Today's children are tomorrows community and all children have an absolute right to the best education that can be provided and the School is now in the initial stages of a journey towards academic excellence for all children at the School. There is a renewed emphasis across the School with children wanting to achieve their maximum potential within each of the subjects. Pupils will have a much greater say in how the school is moving forward through the next phase of development. A head boy and girl have been elected along with deputies and 18 prefects in Year 11 will be in place by the End of September. The head boy and girl will be on the school leadership team and from time to time on the full governing body. They will manage the School Councils and ensure that every child in the school has a clear line of communication. A number of questions were raised from the floor and Marilyn will feed these back to Mr Tait and replies will be given at our next Meeting. Chairman thanked Marilyn for standing in for Mr Tait and for providing a very useful and informative talk .
Carl and his team gave a very professional and interesting talk in respect of CCTV. Carl advised the Meeting that Vault Security is based in Birmingham, they provide CCTV systems throughout the country and cover : - Residential Properties, Retail Establishments, Town Centers, Schools, Leisure Centers Etc. The CCTV system shown at the Meeting is Digital, quality is superb, and the system can be linked via the Internet. The Dome camera, shown at the meeting, can be set to Auto Pan, go to alarm activation, and, PIR coverage, and, can easily be linked to a laptop. 25 years ago all recordings were made onto VCR, this system has the ability to record multiple images on to one tape "Hardrive ". The system is easy to use and of course Digital technology is almost maintenance free. In terms of data retrieval, this system provides the user with the ability to access the time and date of an incident immediately, thus saving on the time involved in scanning tapes. There are choices available on this system ( Trigger System - Red Wall ) A bookmark will be put on persons crossing a beam, this detects activation, goes to full screen. Multiple moving cameras can be put in place and if required/preferred static cameras. Today's CCTV can be part of today's community without too much manpower. By using the internet, access can be gained from your home of images being recorded at another site. Question. Chair asks if CCTV could be installed in Clough Hall Park and accessed from Home. Answer. Yes-By cable running from CCTV cameras using ADSL lines. Access at Home could be provided, a password and post code would be required. Approx Prices : - Digital - From £4000 Dome - From £1800 Private Residence - From £2000 for a small application Question. Chair asks, legally what can a camera look at. Answer . There are legal ramifications, Vault Security adhere to all current legislation. By accessing - data protection.gov.org. on the internet all eight main legal principles can be viewed. It is the users responsibility to comply with all legal requirements, currently it is £35 a year Plus VAT to register under the Data Protection Act and a Community Group would have to apply/subscribe. Example of the necessity of requiring legal cover, the dome camera does contain privacy zones which would require administrating to prevent Peeping Toms. Security Advisors from Staffordshire Police, can give advice. Signage is needed to be shown. The system has to be registered if camera has the facility to Zoom. Vault Security advised that all their systems are registered. Comment from the Chair The CCTV system shown to us tonight, from a user point of view can be learnt fairly easily, however, the legalities of recording are a minefield and we has a group need to give some serious thought to what we actually want! Funding will be an issue, so will the monitoring of the system. Images can go to a Police Monitoring Community Site, this would require sufficient funding for operators to watch the system on behalf of the public. Comments from Vault Security. It is imperative to sign up to the Data Protection Act, it is possible to have funded houses to generate funding for this scheme. Summary - Chair to raise the subject of CCTV in the Park at the next Butt Lane PAG Meeting and to feed back to Carl Telfer in due course. Chair thanked Carl for the excellent presentation and confirmed that he will speak to Carl at a later date.
Audit . Copies of Audit covering the period June 2005 to June 2006 were left with Members. Question was asked about the sum shown for Room Hire, it was pointed out that the figure shown was for 12 months. Chairman thanked Members for their confidence in the Committee. It is not the intention tonight to list goals which we believe we have achieved, later in the year we will put together a PowerPoint Slide show which will clearly show the areas in which we have been involved. Chairman advised that our first year has been successful, very much a learning curve, many contacts made and our Association is now in really good shape. CHRA is now getting known and is building a reputation for going about our business in the most professional way that we can. Chairman requested vote from the Floor for the following :- Are members prepared to donate £50, from CHRA funds, to the Police to acquire a Mosquito for use in our area. At this point Chairman declared Buffet and Bar open and handed over to Barbara Jones to provide Singing entertainment for the remainder of the Evening.
